When you have a no start condition. Check your fuse 1st in the fuse panel, if it is good, then go down to the tank and find the power wire to the pump. After you have replaced the filter, and tested the relays as well as the pump pressure with and without the pressure regulator, then you can better answer that question.
If the pump is noisy, or has quit before (be sure it is the pump) then started back, or if you havr a whole bunch of miles on the car, replace it if you want the peace of mind.
There is no specified service interval for replacement though.
